The CEOE addresses with the European Commission the keys to the current energy policy and to the execution of the Next Generation EU funds
The CEOE’s European Union Committee, chaired by Jesús Ortiz met, in the presence of the European Commission, to discuss two issues of special interest and consequence for companies. They covered, on the one hand, the latest developments and next steps for European energy policy and, on the other, the latest with the implementation of the Next Generation EU funds.

Yolanda García Mezquita, Head of Unit of the new Energy Platform task force of the Directorate-General for Energy of that European institution participated in the debate on the current energy crisis and the ongoing measures proposed by the European Commission
In her speech, she addressed the tensions in international gas markets, the question of security and diversification of sources of supply, the gradual progress towards the goals of decarbonisation and promotion of renewable energies, and she detailed aspects and aims of the REPowerEU plan and the Council’s latest decisions on emergency measures.
She also explained the goals of the energy platform created by the Commission last spring, and said that a public consultation will be launched in autumn on reform of the electricity market. This will be used to publish an impact analysis in spring, taking care not to put at risk the functioning of the European internal market. Thus, she encouraged Spanish companies to participate actively in the consultation as well as in the aforementioned platform.
Also speaking was Giulio Federico, Head of Unit in the European Commission’s Recovery and Resilience Task Force, whose portfolio not only covers Spain, but also Energy, Environment and Mobility.
Besides reviewing the general amounts and objectives of the Next Generation EU funds, he focused on their implementation in Spain and the current state of compliance. He stressed the adaptation that will have to be made in the national recovery and resilience plan to integrate a section on EU REPower, and he considered that it is too early to estimate whether there will be delays to the plan. He also underlined the importance of ensuring there is a good monitoring system to provide transparency in the execution, and was confident that 2026 will be an achievable deadline for the objectives.
Finally, the secretary of the CEOE’s EU Commission, Isabel Yglesias, informed the participants of the current state of preparations by the government for the forthcoming Spanish presidency of the Council of the EU (second semester 2023) and of the actions planned by the CEOE for the coming months in that area.
