During the first part, an internal meeting was held at which members were briefed on the progress of the Committee’s work since the group last met, and forthcoming initiatives were announced.

In a second session, María Paz Ramos, the Director General for International Trade and Investment, set out the details of the new legal framework for controlling foreign investment in Spain. The new system is set out in Royal Decree-Law 8/2020 of 17 March, on extraordinary urgent measures to address the economic and social impact of COVID-19 and in Royal Decree-Law 11/2020 of 31 March, adopting additional urgent social and economic measures to address COVID-19.

Spain has amended its foreign investment control model pursuant to Regulation (EU) 19/452 of 19 March 2019 for controlling foreign direct investment. Spain remains a country open to FDI, however, and in line with the interests of open strategic autonomy, it will request authorisation for investments concerning National Defence or those which affect public order, public security and public health.
